	DALLAS&amp;mdash;Jan. 11, 2012&amp;mdash;Southwest Airlines (NYSE: LUV) announced today plans to operate one new daily nonstop flight between Hartsfield-Jackson Atlanta International Airport and Los Angeles International Airport beginning June 10, 2012. This will be in addition to the three daily flights operated by AirTran, Southwest&amp;rsquo;s wholly-owned subsidiary. The carrier is pleased to add the long-haul route to its map&amp;mdash;connecting two destinations popular for both leisure and business.       <title>XLA is Working for You </title>

	Your association has been aggressively engaging both the regulatory and legislative communities that impact your business from the outset of this year.&lt;/p&gt;
&lt;p&gt;
	On the TSA front, we have met directly with the senior TSA team to discuss upcoming changes that will be shortly announced on the procedures for associating agents and authorized representatives. It is important for our organization to be &amp;quot;in the tent&amp;quot; as these new procedures are still being formatted and thus are still malleable. What we will see is a new system for associating (STAs, training etc) that will be marketedly improved. For now we have not reached our ultimate goal however, which is to remove ultimate associating responsibility from the IAC community to TSA.&lt;/p&gt;
&lt;p&gt;
	We have been continually strengthening our ties within Congress. Our &amp;quot;umbrella point&amp;quot; is that XLA and its members are 100% committed to air cargo and supply chain safety, but there are inefficient regulations which unnecessarily impede the express industry without adding to security. Case in point -that familiar refrain we hear about the problems with KSMS. With the mood of House Republicans strongly against over -regulating business with its negative economic consequences, we have visited quite a few GOP offices lately and found sympathetic ears. We will continue to build our relationships here.&lt;/p&gt;
&lt;p&gt;
	We are seeing some real progress with CBP on the de minimis issue. A Notice of Proposed Rulemaking (NPRM) was put forth by CBP to change the rules on exceptions and values for informal entry. Now we are seeing some good progress towards raising the de minimis value from $200 to $1,000 with some help from the Department of Treasury. We will keep you posted.&lt;/p&gt;
&lt;p&gt;
	For our international mailers, XLA has been accepted on the State Department&amp;#39;s Federal Advisory Committee for International Mail and Delivery. Through this forum and with some like minded supporters, we are seeing some shift in the State&amp;#39;s position on terminal dues at the UPU Doha meeting. Terminal dues, higher for private mailers, are one of the key competitiveness points for us mailer members.&lt;/p&gt;
&lt;p&gt;
	Please keep us informed of any and all regulatory/legislative issues that are of concern to your company. One of the valued attributes of the XLA is we are a small enough organization that we can address the individual issue of all our members.&lt;br /&gt;

	NEW YORK &amp;ndash; American Airlines Cargo (AA Cargo) tops the list of cargo carriers by tonnage at New York&amp;rsquo;s JFK International Airport, according to data provided by the Port Authority of New York and New Jersey. The airline handled more than 115,000 tons of cargo, which represents 9.1 percent of total cargo handled at the airport year-to-date through October 2011.&lt;br /&gt;

      <title>New York&apos;s Crowded Skies </title>

	As a native New Yorker, I know firsthand that you have to consider traffic congestion when going anywhere in New York City. Timing is everything. You don&amp;#39;t want to be driving from Manhattan to JFK during rush hour on the Van Wyck for instance.&lt;/p&gt;
&lt;p&gt;
	But the skies above the New York area are even more problematic for the express air cargo industry. Every day 4,100 flights are coming into or leaving the New York area airports. That is about a third of all flights in the nation. So a delay in New York has a high probability of affecting your shipment to its destination wherever that may be. In fact, the Federal Aviation Administration (FAA) confirms that New York airports account for 33% of flight delays across the country. JFK, LaGuardia and Newark ranked among the bottom of the 29 major US airports for on time flights. And Newark was dead last in November of 2011 with 34% of its flights late. With so many of our members either based in the NY area or dependent on NY airports, these results are not acceptable for companies that offer &amp;quot;expedited&amp;quot; service to their customers.&lt;/p&gt;
&lt;p&gt;
	So with the NY metro area being the most popular starting point and destination for passengers and cargo in the US, what can be done?&lt;/p&gt;
&lt;p&gt;
	Significant expansion of the big three NY airports is just not feasible. Surrounded by water and developed land, there isn&amp;#39;t much room to grow, though the Port Authority will keep studying runway options.&lt;/p&gt;
&lt;p&gt;
	Stewart International airport, located about 65 miles north of Manhattan, has a terminal expansion construction project scheduled to begin later this year that might provide some companies certain options. The XLA has been working with Senator Schumer&amp;#39;s (D-NY) office to study the attractiveness of the facility for express cargo conveyers. In addition, new ground management program started at JFK will be expanded to LaGuardia and Newark and that will help a little bit.&lt;/p&gt;
&lt;p&gt;
	But there is still the challenge of the congestion in the skies above the NY area.&lt;/p&gt;
&lt;p&gt;
	Capping the number of flights, currently at 71 per hour at peak times at LaGuardia and 81 per hour at JFK and Newark, would only provide limits on options and have a negative commercial impact.&lt;/p&gt;
&lt;p&gt;
	We are pleased that the FAA has taken some steps that will help somewhat. In October it created a new lane that separates traffic flying from Europe into the area. They have also created more paths to the higher altitudes that jets can fly from NY to western destinations.&lt;/p&gt;
&lt;p&gt;
	The best solution would be to push for implementation of technology that would allow flights and routes to be efficient and direct. Thus the greatest impact on the congestion problem in New York would be speeding up the process towards instituting Next Generation technology.&lt;/p&gt;
&lt;p&gt;
	Currently, air traffic control is using radar to route planes through these crowded skies. Next Gen would utilize satellites and global positioning which would allow aircraft to take more direct routes and fly closer together. Delays would be greatly reduced, more flights would move about the skies in a more seamless fashion and there would also be environmental benefits from less fuel used by planes taking more direct routes.&lt;/p&gt;
&lt;p&gt;
	Certainly, Next Gen will require a very sizable investment both from the government and the airlines. But those costs will be recouped over time and express air companies and their customers will be able to hit the mark when there is a shipment that has a critical need to get to its destination.&lt;/p&gt;

Current U.S. domestic and U.S. outbound customer-specific contract rates also expire October 31.&lt;br /&gt;

	Along with tariff harmonization, rates effective November 1 include selective rate adjustments - both increases and decreases - in some markets. Each year, XLA industry members participate in a survey evaluating the performance of each XLA airline member in four difference categories. 	ANNOUNCEMENT OF COOPERATIVE AGREEMENT BETWEEN XLA AND NITL&lt;br /&gt;
	Kansas City, Mo. &amp;ndash; July 29, 2010 &amp;ndash; The Express Delivery and Logistics Association (XLA) is pleased to announce a cooperative agreement with the National Industrial Transportation League (NITL).&amp;nbsp;&lt;br /&gt;
	&lt;br /&gt;
	NITL, created in 1907, is the leading organization for the freight transportation industry representing shippers and all transport modes including air, ocean, rail and surface. XLA is the voice of the expedited air delivery, international postal and logistics industry.&amp;nbsp;&lt;br /&gt;
	&lt;br /&gt;
	The agreement details the participation of XLA within the TransComp Exhibition, NITL&amp;#39;s annual conference. TransComp, which will be held in November 2010 at the Fort Lauderdale Broward County Convention Center, brings together more than two thousand shippers with leading freight transport companies. This year, XLA will host a dedicated Air Cargo Pavilion within the Exhibition Hall that will allow the interaction of shippers with carriers and air expeditors. XLA member companies will also have sponsorship opportunities within the conference.&amp;nbsp;&lt;br /&gt;
	&lt;br /&gt;
	Bruce Carlton, President &amp;amp; CEO of NITL stated &amp;quot;All transport modes are critical channels for getting goods quickly to market.
